4 incumbents replaced as Yudhoyono reshuffles his Cabinet

JAKARTA - INDONESIAN President Susilo Bambang Yudhoyono unveiled a new Cabinet line-up yesterday, saying it would help the government deliver the goods in the second half of its five-year term.
The reshuffle, which follows complaints about his administration's lacklustre performance, saw four incumbents replaced by new faces, while another two were moved into new portfolios. A new attorney-general was also appointed, and the line-up is due to be sworn in tomorrow.
The Foreign Minister and a team of finance ministers remain unchanged.
Those that were shown the door were State Secretary Yusril Ihza Mahendra, Justice and Human Rights Minister Hamid Awaluddin, State Minister for State-owned Enterprises Sugiharto, and State Minister for Underdeveloped Regions Saifullah Yusuf.
Ailing Home Affairs Minister Mohamed Ma'ruf, now in Singapore for treatment, remains in office despite having been incapacitated for about a month. Dr Yudhoyono says he will reassess his situation after a review of his medical condition.
The two sitting ministers given new jobs were Transport Minister Hatta Rajasa, who takes over from Dr Yusril as State Secretary, and Communications and Information Minister Sofyan Djalil, who will be the new State Enterprises Minister.
Of the new faces, two are from political parties. Incoming Justice Minister Andi Mattalatta is a cadre of Golkar, the dominant party in Parliament led by Vice-President Jusuf Kalla, while State Minister-designate for Underdeveloped Regions Lukman Edy is from the National Awakening Party (PKB).
One of the new faces is Communications and Information Minister-designate Mohammad Nuh, a former rector of the Surabaya Instritute of Technology. The other is Transport Minister-designate Jusman Syafii Djamal, who was a member of the task force formed by Dr Yudhoyono in January to look into a comprehensive overhaul of safety and management in the accident-plagued transport industry.
Moving up, and replacing his boss Abdul Rahman Salleh as Attorney-General, will be graft investigator Hendarman Supandji.
Although Dr Yudhoyono says the changes are aimed at improving the government's performance, many were unconvinced.
Dr Yudhoyono's Democrat Party holds only 55 seats in the 550-seat Parliament. Following his election in 2004, he roped in six other parties to form a loose coalition.
And with an election due in two years, analysts said the reshuffle looked like a political balancing act aimed at keeping the peace.
One example was the appointment of PKB's Mr Lukman, they noted, saying the move was to placate the party after it 'lost' a Cabinet seat when incumbent Minister for Underdeveloped Regions Saifullah left the PKB to join the United Development Party.
Another example was how National Mandate Party leader Hatta Rajasa - under fire for a string of fatal transport accidents over the past few months - survived the cut.
But political analyst Eep Saifullah of the University of Indonesia added: 'Some may not like the perceived political expediency.
'But if political harmony is what it takes to deliver results, then what's wrong?'
